Modifications

New powers of machine-readable power of attorney (as of August 15, 2025)

The following new powers have been added to the list of parameters for drawing up the machine-readable power of attorney:

• 11. Submitting a request to the Operator’s commission to amend the data in the system, including information about medicines and/or pharmaceutical entity, excluding financial issues and details of the head of the pharmaceutical entity;

• 12. Submitting a request to the Operator’s commission regarding financial issues, including those related to refunds and/or cancellation of marking codes.

Update of filter buttons functionality in registries

For the tabs “Registry of sgtins awaiting for withdrawal (CRE or document)” of the “Products” section, “Registry of counterparties” of the “Counterparties” section, “Registry of information on marked and imported goods” of the “Registries and classifiers” section, as well as “Users” of the “Administration” section:

• Functionality of the “Reset” button has been updated:

           ° it clears the values of all fields in the general filter block;

           ° it clears only the “Actual receipt execution date in the system” field on the “Registry of sgtins awaiting for withdrawal (CRE or document)” tab.

• A new “Default value” button has been added. Clicking the button pre-fills the following values:

           ° “Resident of the Russian Federation” in the “Participant type” field for the “Registry of counterparties” tab;

           ° “Own production” in the “Emission type” field for the “Registry of information on marked and imported goods” tab;

           ° “All Users” in the “User status” field for the “Users” tab.

• If the fields with pre-filled values are empty (except for the “Users” tab), the “Apply” button becomes inactive, and the field is highlighted in red with a message indicating that filling is required.

• Automatic setting of the current date when clicking the “Apply” button has been removed for the “Registry of sgtins awaiting for withdrawal (CRE or document)” tab.

Analytical reports updates

• to determine the degree of withdrawal of the medicines from circulation, the “Withdrawal completeness” column has been added to the “General report on disposal” report. This column can have the following values:

           1 - complete. The value means that the goods have been fully withdrawn from circulation;
           0 - partial. The value means that only part of the goods unit has been withdrawn from circulation.

• to display the date when the last operation was performed with the medicine, the “Last operation date” column has been added to the “My virtual warehouse (new)” report.

Offline check of the marking codes under permit regime

The following improvements have been made as part of enabling the offline checks under the permit regime staring from September 1, 2025:

• the tracking parameters were added into the “Retail sale by means of the cash register equipment (CRE)” (scheme 10511) and “Registration in MDLP System of information about dispensing of medicinal drugs on preferential prescription using CRE” (scheme 10522) documents:

           ° “inst” –- local module identifier;

           ° “base_version” –- identifier of the database version based on which the check was performed.

• a new field – “Check under permit regime” has been added to a goods card ("SGTIN registry"), details ("SGTIN archive"), and to corresponding trackings of the "Products" section of the user account. This field reflects how the permit for medicine circulation was verified. The field can have the following values:

          ° online — check was performed in real time;

          ° offline — check was performed in local module;

          ° no — check under permit regime was not performed.

Support of mutual recognition for a single batch of medicines

Support for the ability to mutually recognize the same batch of medicine (by one GTIN + batch) through sequential execution of the "Import of medicines under the mutual recognition" operation (scheme 338) was added. In this case, the same medicine circulation participant must act as the initiator of all operations.
This allows for staged deliveries while maintaining the connection with the already imported part of the batch.

API modifications

Adding fields and filters

• The following were added for the MD_SGTINS task type (“Export of remaining SGTINs in the BP”) (on August 13, 2025):

          ° “filter_mode” filter field (“filter status group”). The field can have the following values:
              1 - default value;
              2 - exclude the shipment statuses and unconfirmed ones

A list of statuses to filter remaining items:

• "filter_mode" = "1" (default value):

           in_circulation - in circulation
           paused_circulation - turnover suspended
           in_partial_medical_use - partially issued for medical use
           in_partial_sale - partially sold at retail
           in_partial_discount_prescription_sale - partially released by subsidized prescription
           in_partial_dispensing_by_document - partially issued under documents
           in_realization - shipped
           transferred_to_agent - shipped under agent contract
           in_partial_ooc - partially withdrawn from circulation
           moved_for_disposal - transferred for disposal
           confirm_return_paused - confirmation of return
           in_arbitration - in arbitration
           waiting_confirmation - awaiting confirmation
           change_owner_state_gov - awaiting receipt confirmation by new owner

• "filter_mode" = "2" (exclude the shipment statuses and unconfirmed ones):

           in_circulation - in circulation
           paused_circulation - turnover suspended
           in_partial_medical_use - partially issued for medical use
           in_partial_sale - partially sold at retail
           in_partial_discount_prescription_sale - partially released by subsidized prescription
           in_partial_dispensing_by_document - partially issued under documents
           in_partial_ooc - partially withdrawn from circulation

  ° export fields:
     “total_sold_part” - total sold proportion;
     “total_ooc_part” - total written-off proportion;
     “source_type” - financing source

• A new export field — “Withdrawal completeness” was added for the GENERAL_REPORT_ON_DISPOSAL task type (“General report on medicine disposal”). The export field can have the following values:

          ° 1 - complete

          ° 0 - partial

• A new export field — “Last operation date” was added for the VIRTUAL_WAREHOUSE_REPORT task type (“My virtual warehouse (new)”).

• A new field — “allow_mode_type” (“Check type under permit regime”) was added into the following methods:

         ° 8.3.1 “Method for searching by the ICM registries”;

        ° 8.3.5 “Method for obtaining detailed information about the ICM and related medicines from the ICM registries”;

        ° 8.3.6 “Method for obtaining detailed information about the ICM in the long-term storage and a related medicine”.

          The “allow_mode_type” field can have the following values:

       ° 0 - no check under permit regime

       ° 1 - online check under permit regime

       ° 2 - offline check under permit regime

The “Description of API of the Government Information System of Track and Trace System of Medicines” document is published in a user account on the production environment.
